Francie Taylor Obituary

One of our Windsor Forest Neighbors, Francie Taylor of ( 151 Devon Rd) died peacefully at home on May 17, 2010.
At the time of her death, she was a member of the Virginia Bar, having served previously in Legal Aid offices in Connecticut, Massachusetts and Virginia. She had a lifelong passion for both human rights and civil rights issues, and often took on pro bono cases. At the time of her death, she was also a member of the Eastern Virginia Legal Services Board. She was born in Richmond and raised in West Point and Williamsburg. After graduating from Wellesley College she received a juris doctor degree from the University of Virginia in 1979.
She was preceded in death by her father, Raymond Sears Taylor; her mother, Frances (Redd) McElheny; and her sister, Louise Stratton Taylor.
She is survived by her husband, Peter Walentisch; and their three children: Eric, Alex and Kristen Walentisch; her maternal aunts, uncle, and numerous cousins.
A Celebration of her Life will be held at St. Martin’s Episcopal Church on May 22 at 2 p.m., followed by a reception at the church hall.
Interment will be at Westhampton Memorial Park, Richmond. In lieu of flowers, memorial donations may be made to St. Martin’s Social Outreach Commission.

We are pleased to announce that an organizational meeting will be held on June 7, 2010, 7:00pm, at James Blair Middle School for the purpose of organizing a Parent Teacher Association (PTA) for Lois S. Hornsby Middle School. Through the PTA, we can help strengthen the quality of life and education in our community. The PTA is a valuable line between home, school, and the community, providing all with important information benefiting our children.
Representatives from the Virginia PTA will be present to explain the benefits, basic policies, and procedures of the association, allowing time for questions and discussion. Through the PTA, we can help strengthen the quality of life and education in our community. WF Progressive Dinner 2010

Progressive Dinner is right around the corner (July 3)
There have been a couple requests to return to the old format of 2-3 cocktail parties, 6-8 dinner parties, and then everyone gathering back at the clubhouse for dessert. The format was changed to the current format (1 large cocktail party and then dinner + dessert in separate homes) in 2007 due to lack of volunteers to chair and co-host the dessert progression. The dessert hosts (led by Simone Belden for several years) worked extremely hard to provide a themed party, but attendance was mediocre and the hosts had to rush out of their dinner parties to be ready at 10PM.
Bottom line – the dessert hosts weren’t able to relax and enjoy the evening because they had to rush through dinner to get to the dessert progression.
If anyone would like to step up and volunteer to chair desserts at the clubhouse, we can certainly entertain returning to the 3 progression format.
Without that volunteer, we will continue with the 2 progressions.

First of all thank you to all who showed up last Saturday for our first work session. Your help is greatly appreciated.
Our second clean up session is tomorrow at 9am at the clubhouse.

Energy Rebates for Virginia Residents

Lieutenant Governor Bill Bolling announced that approximately $6.5 million is available for a second round of the Virginia Energy Efficiency Rebate Program to make homes and businesses more energy efficient. Energy efficiency improvements include upgrading heating and air conditioning equipment, adding insulation, replacing leaky windows, and other improvements that reduce energy consumption and utility costs. Homeowners are eligible for rebates for 20 percent of the costs of qualifying energy conserving products and services, up to $2,000. Commercial consumers are eligible for 20 percent of their costs, up to $4,000. Qualified home and business owners also can reserve an additional $250 for a certified energy audit.
Three appliances have been added to the program for the second round; refrigerators, dishwashers and clothes washers. The online application, rules, forms and additional information are available at www.dmme.virginia.gov.
Applicants can apply to reserve funding for a rebate. Once approved, they then have up to six months to complete the work and redeem the reservation for a rebate check. Applications for rebate reservations will be processed in the order they are received. Once reservations deplete available funds, applications will be placed on a wait list in the order received. Wait-listed applicants may be approved for rebate reservations if additional funds become available. (The first round of funding for efficiency rebates totaling about $10 million was sold out in less than three weeks when the program opened in late October.)
The Virginia Energy Efficiency Rebate Program is administered by the Department of Mines, Minerals and Energy, using funds from the American Recovery and Reinvestment Act. More information is available at www.dmme.virginia.gov.
A separate Solar and Wind Incentive Program also has opened a $3.5 million second round of funding to help defray the costs of solar electric, solar thermal and small wind energy systems for residents, businesses, and non-profits. Information is available at www.dmme.virginia.gov.
JCSA Doing Upgrades in Windsor Forest

This notice is to inform the neighborhood of Windsor Forest that the James City Service Authority (JCSA) will be conducting a project in your neighborhood consisting of upgrading meter boxes and making repairs to valve boxes. The goal of the project is to resolve safety issues with meter and valve boxes via replacement.
Staff will be contacting Miss Utility by week’s end in order to begin.
Field staff will make every effort to notify affected homeowners via door tags and/or direct notification. The project will begin in the Devon Road and Waterford Court area of Windsor Forest and we will update you via e-mail periodically as the project progresses. The Project Manager on behalf of the JCSA for this project is Joey McKeoun at (757) 229-7421.

Dear Neighbors of Windsor Forest and Westmoreland,
I’ve had a child in the WJCC school system for seven years and this is the first year I’ve actually been worried about our school situation. I think our neighborhoods are about to be caught up in the politics of this redistricting and not in a good way.
There is a school board meeting Thursday night at 6:30 over at the County Complex (Building F) off of Mounts Bay that we all need to attend! Right now, our neighborhoods are slated to attend Bland Blayton elementary school next year. It’s a new school, but we’ll see plenty of wonderful DJ teachers and specialists that are leaving DJ to work there. I think it will be a good situation for us, even though we will be driving a little further to attend the school.
Not only do I think it will be a good school, I think that this latest redistricting map will be the most balanced for all students throughout Williamsburg and JCC. DJ is currently 37 % free and reduced lunches, while Matoaka is 19%. With this change, Matoaka will stay the same, DJ will go down at around 30% and Blayton will be around 25%. Changes had to be made due to overcrowding. (Why build a new school, only to leave several schools over 100% of capacity?) So, it was a domino effect with schools moving students to alleviate this overcrowding.
Now here’s the problem: No one at Matoaka wants to move! (Why would they? It’s considered the golden school?) Spring Hill has been changed the last four times and are tired of it. I get that. Powhatan Secondary (200 students) doesn’t want to be split. Who does? But I heard this argument last time around with Ford’s Colony and I don’t think it helped DJ or the redistricting plan. If no one from Matoaka moves, it will have a negative effect on DJ and Bland Blayton.
Powhatan is planning to come out in droves tomorrow night to show their support for keeping Matoaka the way it is. Unfortunately, this effects us, our kids, our school, our property values! I’m feeling bullied by these groups and am afraid, through their show of support, they’ll get what they want. So, I’m asking YOU to stand up. We need to start by emailing the school board and telling them stick to their criteria, stay the course, and not to be bullied! (schoolboardmembers@wjcc.k12.va.us) We need to show up at the meeting tomorrow night and show our support for making the schools more equal! This is the last public meeting before they decide what to do. We have to stand up now or we’ll have no right to complain.
